About Part P

On January 1st 2005, Building Regulations Approved Document P (commonly known as Part P) came into force.  The enforcement of Part P means that is now a legal requirement for all trades involved in carrying out domestic electrical installation work (including plumbing and heating) to comply with Part P of the Building Regulations.  LOCAL AUTHORITIES ARE NOW PROSECUTING IN THE EVENT OF NON-COMPLIANCE!

Part P has been introduced to reduce the number of deaths, injuries and fires caused by faulty electrical installations.  These regulations also intend to make life harder for "rogue installers" to leave electrical installations in an unsafe condition.

Part P covers all fixed installations, after the Distributor's meter, in buildings (or parts of buildings) comprising:

  • Dwellings
  • Combined dwellings and premises having a common metered supply (Shops, Public Houses etc.)
  • Shared amenities in blocks of flats
  • Common access areas in blocks of flats

Part P also covers parts of electrical installations outside of dwellings including:

  • Pond pumps
  • Fixed garden lighting
  • Garages
  • Sheds
  • Greenhouses

Approved Installers will be members of Competent Persons Schemes (such as BSi, NICEIC, ELECSA etc.) and will be able to self-certify that their installations comply with Part P.

IT IS A CONDITION OF PART P THAT ALL CONSUMERS WHO HAVE HAD WORKS OF THE ABOVE NATURE CONDUCTED ARE OFFERED A 6 YEAR WARRANTY AGAINST FAULTY INSTALLATION, NON-COMPLIANCE WITH BUILDING REGULATIONS AND CONTRACTOR INSOLVENCY ETC.

Request Application form to join the HPL scheme

  • Be a member of an authorised Competent Persons Body
  • Complete & return Application Form with the HPL annual fee
  • Notify installations to HPL, weekly by fax or email

What do HPL do?

Accept you on to the scheme

  • React to your notifications by making a written offer of warranty to your customer within 7-days
  • Process all premium and documentation in respect of warranties accepted with no additional cost to yourself
  • Maintain database records of all notifications and warranties offered
  • Advise the appropriate Competent Persons Body if required
  • Issue you with a summary at year-end for your own records
  • Ensure your compliance with the required Part P offer of warranty

This is dependant upon your notifiable turnover, our 2006/7 charges are as follows:
